New Build help with parts?

I am looking at possible processors for my next build but im not sure whether i should get a:

3.0 Gig P4 $200
2.8 Gig Dual core $260

I'd like to use AMD but there dual core isnt in my budget. Is the dual worth the extra $60? I dont do much gaming maybe Sim city 4 occaisonailly but i do alot of multi tasking like for example play sim city 4 and use visual basic at the same time. I think the multitasking is where the dual core will com into play and maybe 2Gig of ram. Since im not doing much gaming at the moment i need a video card under $200 that has dual moniter capability. Before i buy a processor and vid card, then to only discover its not adequate i want to get you guys advice or experinces. Also for the dual moniter thing would it be worth it to get 2 15" LCDs or go with 2 18" CRTs. Thanks to all those that post.

CPU 101.

Id prolly get the dualcore chip however that would also mean having to buy a 945/955/975 board which will cost more.

id get single core athlon 64 over pentium 4 dual core or single core. if its a gaming rig definitely go 939 mobo so its upgradeable when dual core is in your budget. also, depending on what video card you get, the athlon 64 would bottleneck it less.
