Tell me if you see something wrong with this setup(im trying to keep it in the 600-700$ range,case and everything ):

i picked the cheapest motherboard that would work with a 1866mz RAM

Or get some 1600 RAM. I don't think the phenom II's memory controller goes to 1866. Here's some cheap, fast stuff:

Or you can get 8GB of 1600 RAM for about $40.

Don't need that much power. I'd get something like this:

And with the savings from those, try to bump up the video card to a 6850 or 6870.

will 1600 ram or 1300 ram play arma 2 smoothely ?
 
pretty much it is the amount not the speed. 4GB of 1333 will out play 2GB of 2133. However you will not see a big difference in game between 4GB of 1333 and 4GB of 2133. Speed is not really all that important to games.
