New build with old parts

My father is attempting to build (or re-build) a computer after the one he was using went south. I know nothing about building PCs and he has a sever tremor which makes typing difficult...so I'm on here for him.

The problem he is having is that no build seems to never reach the boot phase. He has tried different combinations of hard drives and I've verified the jumpers are correct for master and slave drives.

I'm requesting some assistance in where to tell him to go from here. If you require any information from me, please ask as I don't know what to provide.

If using a different motherboard than the original, a fresh install of windows is required. You can't take a hard drive that had windows installed on it from a different computer and put it in the rebuilt one and expect it to boot. The rebuilt computer has a different motherboard then the original and thats why its not booting up. It will either reboot on you or give you a blue screen.
