New Build Won't Start

Did a new build for my friend. Upon plugging in the computer to the wall and the PSU switched to on, the computer "pulsates". One blue light of the 4 for the CPU "power phase" will flash and all the fans in the computer will switch on and off in time with the light flashing. I got it to boot once by shorting the power header on the motherboard but never could get it to fly with the power switch.

I'm almost positive it's a dead power supply. It's a CX 600 and I've done an almost identical build with it a few weeks ago. Guessing it's just a dead one.

Thoughts?

Also I was only able to get it to start once via the shorted header.
 
Paperclip test with everything still plugged in fired everything up except the motherboard obviously. Also tried different outlets and power cords and same problem.

ALSO! I noticed that one of the pins on the 24 pin ATX connector didn't have a cable or metal inside it. Is that normal? On the PSU, not he board.
 
Well. After doing the paper clip test I had to leave and eat. I came back and plugged it back in, didn't change anything and it's doing fine. So I think either the paper clip test "jump started" it to make it work better or I just didn't have the 24 pin connector fully plugged in before since I reseated it.

Seems to be working now though.
