New Computer and operating system

hi all
I am recently changing the main drive for my computer to a ssd
but I want all my data from the current drive(hdd 2TB).

So is it possible that i install the operating system on the ssd first and
then connect the old 2TB drive and erase the operating system on it?

Note: my old 2TB drive is partition into C and D where C is the location
of the os and D is location of data I need

one more question, which way can i do
1) just delete the operating system manually like delete files
2) format drive C where the operating system is

I prefer the 1st option but trying to find out the secure way
