New computer build - everything starts but no picture!

Hello!
I am new to this forum but look forward to all the help you can give a n00b!

Just built up a new Intel machine last night from scratch and ran into a problem:

It will turn on (all of the lights and fans turn on, DVD drive works, all LED indicator lights on the mobo turn on) but I see nothing on my screen, it seems almost as if the monitor is not plugged in to the computer at all.

the specs:
Gigabyte GA-EP45-UD3P mobo
WD 1TB HDD SATA 3.0g
LG DVD Drive, SATA connection
Intel E8400 Core2Duo
EVGA 9800GT 512mb GDDR3 GPU
Antec Basiq 500w PSU

My first thought is that there is something not right with the graphics card, and that ths system is indeed booting up but I just can't see it because of that problem. How would I troubleshoot this?

Furthermore, after reading the above specs does anything jump out that could be a cause to the problem?

Another peice of info to consider: the GPU fan spins, but the CPU fan does not. I know that the CPU fans sometimes do not spin when a "smartfan" BIOS option is on. So, that being said does the GPU fan spinning rule out a GPU card problem? :eek:

Is the video card brand new? Or used?
You may want to try and see if the on board video (if available) is working.
If not, try a different video card.
