If you can't buy anything until summer, then theres really no point in looking at parts now, as by then new models will be out.

I know thats why im trying to see if I can get anything with close to my budget. If its a little over I may be able to get some help from my parents.

That processor will not work in a Dimension 4400. Your dell is a p4 slot 478, the new processor is c2d slot 775.
