New CPU Fan?

I am not sure if I need to get a new CPU fan for a desktop computer I recently built. My cpu is an LGA 1156 Core i3 540 processor. Here It Is
It idles aroun 37-45 c. If I am doing something on it and opening applications it sometimes spikes into 50-60 c range, and if I am playing a game I saw it at 69 c. Edit: Forgot to add, that is with the cover off my case.
I am not sure if this is bad or not, this is the first computer I have built. Would you recommend I get a new fan for my CPU?
Also could you recommend me one?

What case do you have? Its better to have the system closed so airflow comes in one end and goes out the other. Have the case opens doesn't properly pull the cold air in.
 
I have an Antec SLK3800B minus the fans on the side. I only opened it because when I started some software that came with my motherboard, it told me that the CPU was running a little hot. Now that is according to the software and I am not sure if I should be worried about my CPU or not.
 
those are average temps, but that 69 is not good, the max recomended or safe or whatever intel puts out with it is supposed to be 72.6, and that normally gives prob 5-10 degrees window to be safe.
 
for 35 the cooler master 212, is considered one of the best price/performance coolers i believe, but i said above, if you look it up on google those temps seem to be average, other than the 69 but that is still over 3 degrees from being the max which is normally a conservative number allowing for a 5-10 degree safe-guard.
 
It seems to have gotten worse. The idle temp is in the 40's now, and when I try to play the same game I tried to play yesterday it is getting in the 70's and close to 80.

As for the fan I would like to spend around 25 bucks, but if that can't get me a good one then I guess I would spend up to 35 bucks.

Sounds like a good deal, but do those kind of coolers work well? It just seems like if the whole thing was on the cpu instead of it being raised up and connected to pipes it would work better, but then again I don't really know. And it should work with an LGA 1156 Core i3-540 cpu right? I see that it says it is compatible with LGA 1156 cpu's, but then it lists only Core i5 and i7 processors in the title. Just wondering before I buy, thanks.
