new GPU install gone bad

so i got a new rig, and gave my old compaq sr1930t to my friend. he went ti install a pny gt220. i wasn't around for the install, but here is what he told me. he went itno safe mdoe and disabled the onboard card, then installed the 220. now the computer wont go past the windows loading screen, we know the pc is working, just no signal. he can start apps, and put it to sleep. just no picture. i came over to try and help, the bios is set for the pci-e slot, and i even tried to reset the bios to factory settings, it started to work once, then he hit the num lock key to see if it was working, and the fans started howling and it froze. is there a way around this? any way to make the card work? he only has a 300 watt psu, but i don't think that would be a problem. when the pc starts up it shows that it recognizes the card, so i'm not sure what is wrong with it. i tried putting the pc's old gpu (9500gt) in but it still diddn't work. any help would be nice, thanks in advance
 
Can you post the specs please? Why do you think the PSU is ok, 300W isn't much...

You did remember to unplug the monitor from onbaord and plug it to the card, right?
 
lol yes, i did plug the monitor into the card. i'm not entirely sure what my friend did, he installed the card and made a few changes without me. now i'm trying to get it to work. and i know 300w isn't much, come to think of it that's true. the suggest 350 minimum. and the stats are the exact same as in my sig. it was my old computer. well, almost, it runs xp now, he put his HDD in. and obviously the GPU is diffrent, the 220 he tried to install

the old HDD is in my new pc, i wiped it and used it as a second HDD. he had a pair he was using from his old pc.
