New Hard Drive

I just got a new 250 gig EIDE harddrive and when I start my computer it detects my video card and then it stops. When I pull out the Hardrive it can pass the detection stage. I have an HP pavilion 762n, it's about 5 to 6 years old. I had an 80 gig HDD before that but there was a NTLoader error or something of the sort.

EDIT: I also can't get in the bios for some reason.(I tried all the F buttons, escape and delete but everytime it says disk boot failure)
