New HDD not working

I just brought a 1TB Western Digital hard drive. I have installed it but windows will not detect it. It shows up in the bios as it should but not in windows. Does this mean its a faulty HDD or could it be windows? I realy dont know but if anyone can help me I would appreciate it.

What OS are you installing?

not installing any OS. I am running vista 64x I am using the 1tb as a second hdd

Need to go into disk management, partition and format the drive before it will show up in My Computer in windows.
