New motherboard and cpu, wont power on.

I purchased two AMD A4-4000 Dual-Core CPU and Biostar A58ML Motherboard and can not get either to power up, the most i can get is a faint light on my power on button. Everything was plugged in correctly. I thought that maybe it might be the power supply (the one I first tried using was only 300 watts) so I plugged in a 460 watt power supply and still had nothing. Does this mobo and cpu require much more power than 460 watts? or would the power supply not be the problem? the 460 watt power supply was out of an older comp and it was powering a decent amount of hardware, more than what I'm trying to power now.
 
There were none in the computer case and the old mobo worked without. The holes for the screws were just raised up a bit. If I dont have those can i damage anything? Also I did some more research and i found a post on some random site saying to test the mobo out side of the computer case to make sure it works before installing. didn't know you could do that (first time doing anything like this with a computer).
 
Also i could only get 2 holes to line up for the screws. The new mobo is a bit smaller. Like i said, I'm new at this and I'm coming to figure out that computer hardware cant be rednecked like other stuff.
 
Hi!

Try removing the motherboard again. Put it on a piece of paper. Then take a fine tipped pen and mark out the screw holes + the location of the usb ports etc.

Put the paper in the case and align it. Run the pen thru the paper where the screwholes are for the mobo, and then rub off some ink on the screwholes in the case. Tape over all other, unused screw holes securely.

Hope this will solve the problem?

Yeah, i'm sure the standoffs are causing the problem. Or no standoffs where there should be. As said, try hooking it up outside the case and see if it works.
 
In your original post you said you bought 2 motherboards and 2 processors and you can't get either to power up? If thats true then I doubt its the motherboard if both don't power up. What is the make and model of the power supply?
 
Even though its a micro board, the 6 standoffs are in a pretty standard placement. What kind of case are you putting it in? You can short the boards out if they are not right.
 
I tried 2 power supplies. 1 is a hipro model hp-d3067f3r. The other is a Dell nps-460bb D. Both are out of older computers.
 
Did you check for any burnt areas on the underside of this mobo? It could as StrangeHold pointed out, have been fried due to a short cirquit against one or more of those screw holes. Also check for leaking capasitators.
 
all power cables plugged in, power button from the front of the case plugged into mobo?
if it wont power on at all its either the PSU or mobo. it would still power up with no RAM and a dead cpu.

id take the motherboard out and try it again outside the case. look at all the standoff mountings to make sure they are not scraped and they are not burnt and that they are not cracked, this is possible if you overtightened them.
