New PC build questions

Well after a long debate of either upgrading the cpu, gpu, and psu on my gateway or just building new I have decided to go new. Main reason is I found a buyer for my gateway which is going to pay 500.ooUSD for it. So with that in mind I'll be adding 300.00USD for a total of 800.ooUSD build.

My questions:

1) AMD or Intel? (I'm thinking AMD just because I never did AMD before)
2) Does AMD OC better than Intel CPUs? (I never OCed before)
3) Cooling? (Never OCed and cooling was always a passive copper unit for my cpu. If I want to really push the CPU in the OCing department what kind of cooling setup am I gonna be looking at?

3) if you REALLY want to push the OC then get water cooling

intel OC's farther and is cheaper for the money. and they run cooler, along with better motherboards.

I thought AMD ran cooler in general.

Oh yeah and I was really thinking about a micro ATX build this time. Any input on that?
