New Pc buyer...desperately need advice

I am working my tail off this summer and will be accumulating between $3200-$3500. I was almost positive i wanted a laptop but after doing a little research i realized that with the money a spend for portability i could get an outstanding desktop pc.
I really need advice on exactly what parts to buy, where to get it built, and what kind of system to get. I want a really fast computer that can play top games with top graphic cards, and also the fastest processor possible with a lot of ram. I will be also using this machine for downloading music and videos and some video editing. Also am thinking about a big 10,000rpm hard drive. Should i get it water cooled or fans? Please somebody work with my budget to give me the best machine i can get and best deals within this price range......thank you very much.

of course i meant that...i download music from itunes
