New PC truble, help please!!

My new homebuilt pc is (still) having this incredibly annoying problem of shutting down right as i turn it on. The lights flash and most fans spin a little but a split second later it turns off again. I tried the 20-24 pin connector thing which didnt fix it (didnt think it would). Then I was told that the problem was most likely a bad thermal seal between heatsink and cpu, with the cpu overheating so fast that it auto shuts off to protect itself. So i re-arcticsilver 5'ed it but still the problem remains. One thing i notice is the cpu fan never seems to spin but that could be because it just doesnt have time to.. but if it is a dud could that be why the pc keeps doing this? And if were a bad seal in the first place, would it really shutdown in less than a second? Any help is greatly appreciated.

specs: 3.4 ghz p4 cpu
asus p5wd2 premium MB
ati pci express gfx card
aspire case w/ 500W PSU
SATA 200 gb HD
DVD drive/Floppy drive
more stuff to add if i can only get it started...

is the psu faulty? check by sticking a paper click in the green wire hole and the black wire hole and see if it starts up.

the CPU fan should spin as soon as you press the power button. how long does it take to shut off? because it shouldnt heat up really quickly even w/o the CPU fan

it takes literally less than a second which is why im skeptical about a heat problem too, its just way too little time for that.

I should stick paper clips into those two holes and then what?

on the 20 pin connector from the psu, there should be a green wire and a black wire. Connect those two.

YES! THANK YOU! some one else that does that to test the psu... i said that in another thred and i got laughed at and toldi was going to electricut my self. Finaly some one else who know how to test a psu.

the power supply should boot up like you pressed the power button. if it turns its self off that shows that its a psu this is bad.

My 20 pin has 1 green wire and 5-6 black ones...which black one do i put the paper clip in to. ALso, do i put one different paperclip in each one?

Just for the recrd, i do that too, and i think so do a lot of people here.

yes but in another thread i suggested that and i had some people telling me i was wrong and that you are going to get shocked by doing it. i forget what thread but some where i got told off about it.

Only problem is if you leave it on for too long (more than a few seconds I've heard) you can damage the PSU. It;s designed to run with a load, without a load you can kill it. I don't understand why, but I've heard several cases of people killing their PSU after leaving it on without any load. Just take a hard drive or something and plug it in. That should be enough load to prevent things from self-destructing.
