New PSU pin line ups?

I just got a new psu after my old one just fried on me. I'm having trouble starting PC since. My first guess was that the mobo got damage also when I checked the 20 pin line up on the MOBO and the new PSU I see that the don't mach up. Accourding to me mobo my first pin should be a +12vdc and on the new PSU its a +3.3v. This is all according to the guide's that came with mobo and PSU. Is this possible that PSU pin set up is wrong?

mobo is a PAS800D-E DELUXE
PSU is a SOLY TECH 460 ATX 12V VER.2.01 can be found at pcclub.com
 
the backwards plug would be my guess as well, they should all be on ATX specs (which should mean a keyed plug but you never know)
 
I did a double check today and the pins do line up but know I did notice that the psu has only 19 pins that have a wire hooked up and one pin with not wire. This missing wire looks like maybe my problem. when looking at the manual of the psu it show that this is the way it was made. My mobo according to my manual requires all 20 pins. Could a 24-20 pin adapter work to sove this issue?
