New system help needed

I just built this system and having the following issues

specs-
OS-Windows Vista Home Premium 32bit
Mainboard-MSI 945P Neo3-F
CPU-Intel Pentium D Dual Core 3.0Ghz
Memory-Centon 1024MB PC4200 DDR2 533MHz
Just ordered-Corsair TWINX 1024MB PC5400 667MHz Dual Channel DDR2 Memory (2 x 512MB) not installed yet
Video card-ATI Radion x1300 Pro 256MB DDR2 PCI Express
Sound card-Sound Blaster Audigy
HD-Maxtor 320GB SATA
Monitor-Microtek 815C 18in LCD with a 30MS delay..ugg.. looking for a better monitor now

Problems-
Video- Letter ghosting/fuzzy no matter what settings/Hz are used
Game play-Counter Strike Source, decreased fps no matter what settings are used.

Would the monitor be the cause of these problems?

Any thoughts would be great thanks!
 
For the framerates, how much decrease are you talking about? I have just switched from XP to vista and have found that Vista is a resource hog and my 3dmark 06 score is lower by about 300 points in Vista - constantly I might add.
 
As for the exact #..I'm not sure......but the game play is ALL stop/go stop/go...can't even aim the gun......my old XP system with a AGP ATI radeon 128mb rocked counter strike!
 
Then there is definitely a problem there. The most common problem that has that symptom is lack of RAM, so the game has to constantly swap from ram to pagefile, that is the most common cause. So make sure you close ALL programs before running the game. Your card should totally KILL counter skill.
