new video card -> slow system

A person i know had their video card die. it got replaced with a FX 5200. The computer works fine but is extreamly slow to start and load application. It is slower than before the video card install. my first thought is a driver issue but if it was drivers wouldn't the system not boot/crash instead of just running slow? AFAIK the drivers for the old card were removed and the new drivers were installed.

The computer is a 1.1Ghz sempron, 256Mb DDR, XP pro SP2.
 
I would HIGHLY recommend more ram. For XP I recommend 512 MINIMUM. Overall though, it is a slow system, that's about all there is to it.
 
the old card was a FX 5200 but from a different manufature. the drivers were not changed. I dont think the drivers could be an issue tho. it seems that when it comes to drivers its either completely no use or extreamly unstable not just "slow"
 
is it just slow in general? the video card should not affect things like startup, or anything not related to video.

i would think the computer is just slow, since apparently nothing has changed.
