New Windows. Jerky scrolling.

I just installed a different kind of Windows XP and now when I scroll down a folder or web page it's really jerky. This has happened to me before but I forgot how I fixed it. Can you fix it for me please?
 
Apparently, the Windows that's built into my pc has been activated too many times. Basically, because my pc keeps ****ing up, I have to keep restoring it to factory settings, and as a result of this, Microsoft now expect me to buy a brand new copy of Windows. Sound fair?
