First start pnly one thread for problem. You created a duplicate.
Most often people forget to plug in the four wire 12v feed for the cpu. That will put a halt on everything right there. Sometimes a loose contact inside the connector coming from the supply itself simply requires unplugging the feed and then only lightly pressing it back in. That happened on a new supply here recently while nothing else was wrong with it. The last thing you want to see but not so uncommon is a defect with the new board needing a replacement. A new build here saw only 3 full days of use and would only see fans run for a few seconds when going to start it up on the 4th. That board is being returned to the vendor for replacement! Bad Capacitors there!

The board could be shorting against the side of the case.
Really, what kind of P/S you have and the system spec. would help.
One way to see if the board is grounding out or even the actual problem is to isolate it entirely from the case itself. A circle of simple rectangular pencil erasers can easily isolate the board from even non conductive surfaces where you try it with only the video card, memory, cpu, and supply to see if the board is good. If it then sees a normal post to the point of seeing no boot device found the board was grounding. If nothing but a quick spin of fans is seen the board needs to rmaed for a replacement probably from bad caps.
In other words you never secured the board to the chassis and it... slipped. Zzzzap! That will do it. The one thing you learn fast when building any new case is the need to actually "double check everything" over and over until it becomes second nature! Hopefully there was no lasting damage seen there.
Well at least you have some good news there to report. You were quite fortunate not to have seen any lasting problems. Next time you will have something to look back on to avoid any future mishaps?

Here I have to wait for a replacement board to get a new build going again that seemed to be doing better then this one at first. The temps were much lower for the faster dual core model cpu on the AM2 board that suddenly quit when going to start it on the 4th day. That was factory defect there however. Now you will know to double check yourself after this on future builds.
