No Signal! Please help!

Hey,
So I was just given a 28 inch TV screen to use as my monitor by my parents as they just got a new one. However when I plug it in I am given the horrid no signal error message. I know it works with my other screen, as I am using my old one to write this message, so I don’t think it’s a problem with the card or pc in any way. I have pulled wires out and plugged them in fifty times, made sure it’s turned on, made sure it’s on pc mode and tried every av mode. I have jumped from forum to forum looking for help and can’t find anything. If you can suggest something I would be grateful. The screen is a BUSH LCD2, if that is of any help to you. My graphics card is an ATI 6850. Using a standard VGA cable (I think it's called that. It's blue with screws on it, again if that’s is of any help)
 
Have you tried a different cord? How about a different computer to the screen? Does your video card have an HDMI connection?
 
I have tried two cords, both of which give the same results. I have used a different computer to the screen (the one I'm using now is borrowed from the pc here. I attend university and have come home for Christmas. I left my screen there). Yes the card has a HDMI connection however I use a conversion add-on thing that allows the use of other cables.
 
This might be a stupid question but how are you plugging into the tv? If you are using an HDMI cable you have to be sure you are on the PC input for the tv a lot of times this simple step is missed not saying you did just a suggestion.
 
Yes I press pc mode on the remote after turning it on. The screen turns black and shows the dreadful no signal message. To be honest I think the TV is broken. I tried it with a laptop that I have seen it used with, in the past (used to watch films on a larger screen) but I still got the no signal message. The laptop reacted to the connection but the screen acted as if it wasn't there. It is a VGS cable I’m using. The TV is too old to have a HDMI socket.

Thanks for the suggestions so far. If anyone has other ideas I would be glad to hear them.
