No video signal

I was using my system, dell petium4 and all of a sudden it went off on its own. Now if i plug it, it will power on automatically but it will not show any signal and it will not shutdown even if I hold the power button down for minutes. What do I do? is there any hope that this system will work again?. I have tried to used a video card but the problem still persists. It looks like the system is not even booting at all.
 
Try unplugging everything connected to the PC, keyboard, mouse, everything and see if it will POST (the beep). Could be one of your peripherals. I had a mouse one time that prevented the computer from booting. If still no luck, start checking all the connects on the cards (if any are there, or unplug them too). Could be a bad board somewhere.
 
I disassembled it completely,removing the processor and putting it back and just finished re assembling a while ago. It started working but when I shut it down to restart it, it went back to former problem. I am now very confused
 
Reset the cmos by removing the cmos battery and leaving it out for a few minutes, remove the power from the power supply as well, then press the power button a few times to discharge power then reconnect and try booting up.
