no video

I have this:

intel d915gev motherboard
pentium 4 lga775
500w antec earthwatt psu
2 gb ddr2800 ram
eah hd 5750 gpu

I can't get any video from the gpu. I can with onboard. I thought it might be the dvi to vga adapter I was using, but hdmi doesn't work either.
I tried disabling onboard, but that wasn't an option(that I could find). All I could do was set pci-e as the main graphics adapter.
The gpu says it's requirements are 450w psu, 1gb ram, and a pci-e x16 expansion slot - I meet all of these. Why might I not be getting video?

edit: and as an afterthought, the setting to set the pci-e as the main graphics says that if there is no graphic card present than onboard is used by default, but when the card is in, the onboard doesn't work either, so I feel like it is detecting the video card.

Try reseating the card? It sounds like its just not being detected. The power supply is very unlikely to be the problem here. Failing that it may simply be a DOA card.
 
I've reseated several times. and it's not even a new card. I recently upgraded my main rig's gpu so I took the old one (the one in question) and tried it in my linux machine.
 
I gotta bump this. It makes me sad that it won't work....could it have something to do with the new psu I put in? well not new, but a different one. It works fine without the video card, except ubuntu wouldn't load anymore so I had to re-install it.
