No Wireless Networks Found in Range?!?!

Hey guys I have a really weird problem on my hands here. Basically when I click on "View available wireless networks" the window opens and instantly says "No wireless networks found in range" or something along that lines. It doesn't even attempt to scan for any networks.

I have a D-Link WDA-2320 PCI network card and it seems to be working fine (because I am using it right now). When it says "No wirelss networks found in range" I go to device manager uninstall the driver and then reinstall it and my network shows up instantly. It works fine as long as I leave it alone to do its thing but as soon as I go to edit tcp\ip to setup a static IP address (for port forwarding), the internet stops working. It still shows as being connected to the router but if I click on the wireless network connection, under the support tab it shows up blank for the IP address, subnet mask, and default gateway. I know I am entering in the right numbers for TCP\IP because I have setup a static IP address on my computer many times. And even if I am entering the wrong numbers it should still show up under the support tab.

So I then right click on the connection and click on repair. It disables the wireless adapter and then enables it again and then this is when it shows "No Wireless networks found in range" and it doesn't even attempt to scan for any. I click on refresh and nothing happens. That's the strange thing, it works fine up until I try to setup a static IP address and then it just stops working. I have tried uninstalling and reinstalling the drivers many times but when ever I edit TCP\IP it stops working. Even when I enter in the exact same IP address, subnet mask, default gateway, and DNS that DHCP setups for me it still stops working. Any ideas?

EDIT: So I did get the IP address changed and it stayed connected but after I restarted the computer it went back to showing "no wireless networks found in range". I reinstalled the drivers, my wireless network showed up, I changed the IP address, the wireless network disappeared and continued to show "No wireless networks found in range".

is this a desktop or notebook, if notebook make sure your wireless card is enabled usually a switch or key combo. if desktop look in device manager and see if the card is disabled.... are you using windows to configure your wireless or the manufacturers program? run your cursor over all the icons in the icon tray. pausing , see what the tool tip says.

Sorry for the delayed reply!

The NIC is for my desktop and it is enabled in device manager. I am using window's zero configuration wireless to connect to the router and yes the service is enabled in services.

When I first change my IP Address, the wireless connection says "connected" and has a "very Good" signal. When I double click on the connections and go to the support tab the IP Address, subnet mask, and default gateway all show up blank. When I click on repair it disables the connection then enables it and tries to reconnect to the router. It however doesn't connect to the router because this is where it says "No wireless networks were found in range" and it doesn't even attempt to scan for any. If I click on refresh it does nothing and the screen doesn't even change at all. When it does this the NIC is still shown as Enabled with no problems in device manager.

Are you connecting to an access point inside your house?

Yes I am. I am connecting to a telus modem/router in one system. It looks like this one here. When I am connected, the signal strength is at excellent most of the time and drops to very good sometimes.

The troubled computer is the one in my signature and is running Windows XP SP3.

This is a weird problem because everything runs fine until I change the IP address. Maybe something is wrong with the TCP\IP protocol. It won't let me uninstall the TCP\IP protocol however.
