GTX 1070 is much better than a GTX 980 for the future (and I'm pretty sure currently).

Looks like your cooler is pretty decent. I know the base clock is 3.5GHz, and I run mine at 4.6GHz on water cooling.

It's easier to watch a video than it is to describe in text.

Here's a really good tutorial.

Read some OC guides. As per how high you can go, nobody can tell you the answer. Every chip is like a snowflake, they all have different limits. Some chips go fast with not a lot of voltage, some chips need lots of voltage to hit that same speed. It's called the silicon lottery for a reason.

The best advice I can give you is to be careful and not go nuts feeding too much juice to your chip. Be patient and thorough, and above all be cautious. Don't play around with hardware you can't afford to replace.

You should upgrade that video card to something like a GTX 1060/1070 in my opinion. Your GPU is pretty low end compared to the rest of your system.
