Issit correct to say that the oem OS is registered to your com's mobo and cpu? If so, can I like upgrade my graphics card and still able to reinstall my com with the same OS disk?

Upgrading a vc doesn't mandate an os reinstallation.

You do not need to reinstall the OS when you get a new GPU. You just need to clean up the old drivers and install the ones for the new card.

You might need a BIOS update if you switch CPUs but you will not need to reinstall.
