Norton Internet Security Is Blocking Access to Web

I installed Norton 2003 Internet Security onto my new build (same HD but I clean up all the files on it).

Yesterday when I installed Norton 03 Internet Security onto my computer it blocked me from accessing the web unless I disable it.

Any ideas on how to fix this?
