Not getting 100% Load

When i play games like Borderlands 2 and Arkham Origins they always use 100% power from my GPU but very recently it only uses like 70% or lower, help please.
I think i might of done something wrong when i was moving my GPU to a different PCI-E slot and back, could this be the problem?
 
Maybe its actually working not as hard now since you switched slots. Borderlands shouldn't be using all the gpu anyway as far as I'm concerned.
 
Then perhaps it wasn't fully inserted the first time? As long as game performance hasn't dropped then its better that the card isn't being used at full load. Just monitor card performance.
 
Oh it has gone down, when my load goes down so does my FPS I'll probably just open it up and take it out and re-insert it. :/
 
Is it the motherboard in your signature? Always run a single card in the top slot. Top runs at 16x and the lower runs at 8x.
 
Yes that is my Motherboard in my sig, and i didn't know about the Top and Bottom thing thanks for telling. Anyway i moved my GPU up to the higher slot, redid all my cabling behind my desk, benchmarked BL2 underclocked and it worked perfectly Thanks for your help :)
