Not Noticing Second hard Drive

So i went ahead and reinstalled Vista to clean my system. Before I did that i had both my hard drives. After doing that, i only have one now, the one i put vista on. Can anyone help? Computer specs below.
 
Look in disk management to see if maybe you need to assign a drive letter to the other drive.
 
So how would I do that? Because I can go into the Bios and see both drives there but when im on my desktop, you look into my computer and it can only see one drive.
 
To open Disk Management, follow these steps:

Choose Start–>Control Panel to open Control Panel.

Click the System Maintenance link, and then click Administrative Tools to open the Administrative tools folder.

Click Computer Management to open the Computer Management window.

In the Computer Management pane, expand Storage, and then click Disk Management.
 
Okay. The reason is I sold it to my friend and now he cannot find the second hard drive. If I do this and it doesn't work, what other factors could make it do this?
 
Is there any data or partitions on the second hard drive? If no, then the drive will have to be partitioned and formatted before "my computer" will actually see the drive.
 
Basically that means there is no data on it and its not partitioned. Is that true? Is it a blank hard drive? Like I said earlier, a blank drive needs to be partitioned and formatted before windows will actually see it.
