NTLDR missing when installing xp

i dont know if this should go in harddrive or here but ill give it a go. I currently have an 80g SATA hd and its full so i purchased another 40g from my friend and i was just gonna use it as extra storage but i decided to format it and put Windows on the 40 and use the 80 for storage but when i try to boot with my 40 gig it will start to boot from cd then it says NTLDR missing press ctrl+alt+delete and restart, what is this error and how can i fix it.
 
the only way i can format it is to format the 40 gig while im in windows any other time it skips booting from the cd. because i was gonna try to format with windows cd then install, could this mean i have a bad cd
