I overclocked my cpu from 2.0 to 2.3 ghz. I noticed that when I played source, I would see rainbow colors on the walls and some times the floor would be flourescent purple. I understand that this could be the graphics card heating up, correct?

Is it bad for my computer? I mean... I only OC'ed the core 300mhz each... and I've heard other's OCing these 3800+ to 2.6.... so what is wrong?

If you do not have sufficent cooling on your PC, an increase in heat from your CPU can increase the heat on the GPU. Try putting the CPU back to normal and see if it solves the problem.
 
I would replace the heatsink fan.

Isnt it recomended that you replace a stock heatsink/fan if you overclock?
 
keep the clock frequenties... try running the same game as when you had the artifact's. just have the sidepanel of the case open this time.. if you dont have artifacts then... the heatsinks and fans are good enough,, they just dont get the cool air to actually do their job right :)
 
If you have your PCIe Bus frequency set to auto your overclocking your PCIe bus with your FSB, Go into the Bios and set your PCIe frequency to manual and set to 100mhz
