OC changing when restarting?

Well I just OCed my fx-55 and sometimes when I restart the pc the oc will be lower and sometimes it will be normal. Heres what happens: OC through BIOS to 2.88Ghz run it through prime95 and 3dmark. Use pc for hours, usually about 48, restart pc go to my computer and find that the overclock has been reduced to 2.71.

So what is going on and is there a way to fix this?
 
In the BIOS there may be a feature that will reduce the Speed in favor that the setting is set to lean toward thermal rather than speed. Some MOBO d have that set on. Its a safity feature.
 
Thats what I thought but I didnt see anything in the BIOS. Plus even when at 2.88 running prime 95 for 5 hrs temps never got above 38*c.
 
could it be my crappy power supply? I know that stable voltage is pretty important I just understand why the oc would change. It dosent always do it and if the oc drops and i restart it usually returns to the 2.88 clock.
