OCing, Heat and Speedstep

I might oc. I have a thermaltake 750psu and stock cpu fans and no thermal paste applied. Could I oc, if so by how much, if I can, should I disable speedstep?
Thanks

no thermal paste applied

??? Chances are you have a thermal pad under the HSF that makes contact with the CPU. If you have absolutely no thermal layer...I'd definitely get something!

Most folks who OC like to disable EIST to keep the CPU running full-tilt all the time, but I've noticed that mainly gamers do this. IMO, the benefits of keeping EIST enabled far outweigh the need to turn it off.

Sorry, I do have the pad thing supplied with it, but still stock. If I OC would I need more adequate cooling like thermal paste or a new cpu cooler.

Im not expert, but im pretty sure that if you want to do any serious OCing you need to get some after market cooling gear, e.g as you said new thermal paste and a new HSF; which shouldn't be all that expensive.

Sorry for the delay.

I would get a better-quality thermal paste and use it instead of the stock pad. Depending on how much you wish to OC, a third-party HSF would also be advised. There are several good units out there that keep CPU's nice and cool, so really it will all fall down to personal preference.
