OCing: Money Matters

Ok, so I kinda want to overclock a new system (and I haven't decided whitch cpu/mobo i should get.) Obviously, as stated in the topic, money matters are important to me (i.e. I dont want to spen alot of money, because I'm doing a conroe system ask I speak, and that has put a damper on my budget.) I'm looking at Athlon 64's (possible x2) and either 939 or AM2, it dosen't really matter. Well my problem is in two parts and is.....hard to explain, so I'll give an example:

1.) Lets say I take an Athlon 64 3000+ 939 San Diego. Roughly $65 USD. After looking at a few boards, I decide on a DFI Lanparty ULTRA-D Roughly $105. Is it really worth it to spend more on a mobo than the processor itself? Or should I forget ocing and just spend about the same on a better processor (for example a 64x2 3800+ AM2) and spend $70 USD on a board to make up the difference? Also, I've read some of the suggestions given for good 939 ocing boards, but matched up pricedwised, they are all more $$$ than the cpus. So, suggestions?!? X/

2.) (Just relating to CPU's) Kind of a dumb question, but not having oc'd b4, I curious on something. If i have a 3000+ and a 3500+ they are virtually the same processors, sve the clock speeds. I'f I oc either, whould they both have the same ceiling? Or would the 3500+ be able to go higher?

no, not really at this level

as a rough rule of thumb id say yes, but only very slightly and not as a hard and fast rule

will give some board suggestion when i have more time

hmm, so what would be an example of where I should oc? Like if i got a x2 3800+ and spent $200+ on a board? (The LanParty for AM2, which I belive they only have 1, is like $230USD I believe).
