OGG Encoder for free?

Hey guys do you know of any encoder that could be used by other software to encode into the .OGG Vorbis format? I remember I had it but cannot remember how I acquired it. Any help would be welcome. Thanx

Thanks for the effort man. What I wanted however, was not a standalone program but rather something which other software could use to save files as .ogg. I am asking because I used in Cool Edit 2 back when I had it and I could save files as .ogg without any command/graphical extras required. I would just have a file (mp3 for example), save as, and select .ogg.
