What are you looking to do with it?

You should just be able to turn it on unless there's an obvious problem, I'd probably put a fresh copy of Windows on there just to not carry around whatever other garbage data was accumulated in the past.

Updates will probably take a substantial amount of time to run.
 
Did it originally come with Vista installed? Depending on whether you like that OS or not you may wish to install Win 7. Win 7 is getting harder to find but it's still available if you look hard enough.

If you are fine with the OS on it then there isn't much you can do to update it hardware wise. You could max out the RAM if it isn't already. You could also replace the hdd in the laptop with an ssd which would give it some additional zip.

The problem with adding new hardware to a laptop that old is that you're probably better off putting the money you would spend on upgrading it toward a new computer and sell or recycle the old one.

I agree with Strollin about using Windows 7 or even 8.1 instead of Vista. Vista is a dead-end, no point using it now.
