Old Work Laptop

Ok the place where my brother works lets them buy there old laptops when they get new ones, but they wipe them clean. What does he need to do to get it up and running. The computer is a dell with a 40 gig hard drive and 2g of ram. He also has a external Hard Drive that is 250g. Any help would be great and if this has been talked about before plese send link or point me in the right direction.

If they completely wipe the hdd then you'll need an operating system. And as long as everything worked beforehand you should be set.
