What do you mean it won't send a video? Do you get an error message when you try to send a video? When you open Onedrive, in the top right corner you will see a 'More' button, click 'Add Items', then you can choose what you want to upload.
 
"Sorry were having trouble loading your video" is the error message. I do a share then create a link and send the link then it doesn't work.
 
It could be that you are not signed into Onedrive, or that you do not have permission to view the folder/file. Double check that you're signed in, and make sure you have admin rights to view the folder/file.
