Only 1.99 GB of Usable RAM

Hey all. Just finished building my rig today. Everything seem to be fine and I was going around installing some essential software.

I glanced at the system specs and it said I had 4.00 GB of RAM and then in parenthesis 1.99 GB Usable.

What caused that?

My specs are in my sig. I am running Windows 7 64-bit so I know that's not why it won't go to 4.

I haven't finished installing all my drivers for my motherboard so maybe that's the problem.

Any ideas?

I also looked through the BIOS and didn't see anything relating to using all system memory or anything like that. All I could find was OCing, all of which was turned off as far as I could tell.
 
Ok. Where is the memory remapping feature in the BIOS? I can't seem to find it. I've searched thru every screen that I think would have it.
 
DID not fix it.

Went back after another reboot.

As far as I can tell I have no memory remapping, which seems to be a problem because that' what a majority of people with the same problem said fixed their problem.

I don't have any discs to burn Memtest onto.

Any other ideas?

Edit: I reset my BIOS to default settings. Back up to 4 again.

I will look into that thanks.

I reset my BIOS settings and it seems to be staying at 4 gb now.
