Operating system problem?

Hi,
Im new and want to learn a bit about fixing computers and im buying my first laptop from ebay:

Can anybody help me work out how to fix this problem?
Maybe a complete windows re-install?
Any advice would be appreciated.

Could be memory,but i would venture a guess that it is most likely the motherboard itself.

sounds like the hard drive

when you recieve this see if it will let you go into the control panel
