Optimize how? -Squeezing out more speed from a CPU, making Windows run faster?
Assuming you mean the OS itself, regular Disk Cleanups and Defrags are the bet bet. Right-click on your HDD icon and select Properties. The Disk Clean button is right there, for Defrag, just click the Tools tab and it will be listed.
