OS and Partitions

Hello
I've installed windows 8.1 on a hard drive which I split to 2, I attach a pic to make it easier to understand.
Is it recommended? should I leave it that way or should I reinstall it on E or D?
the thing is that as you can see, Drive C where the windows is located - is not Primary

You can install Windows wherever you want. No matter where you install it, Windows will install itself as C:\
 
Personally I would make a point to install it on the first partition, as your OS data will be along the outer edges of the platter and have a higher R/W speed as a result.

I'd also probably flip the partition scheme if you still wanted to divide the drive with the smaller OS portion at the beginning of the drive. This would also limit how far some OS files are written into the platter, keeping most of the OS itself in a similar area of the drive (think seek time and fragmentation).
 
The only benefit to having one hard drive with two partitions, one for OS and one for data, is if you corrupt the OS and have to reinstall, your data will still be there. If your drive dies however, you are still out of luck. The best thing to do is have two drives, one for the OS and one for data, then be sure to back it up.
