OS for system builders?

I'm building a computer soon, and the OS I've selected is Windows Vista 64-bit for System Builders.

I'm curious about the "system builders" part...what exactly does that mean? I've looked around a little, but didn't really find any concrete answers...my friend says that if I get that, every time I install a new piece of hardware I would have to reinstall Windows...is this true? (That only goes for the mobo doesn't it?)

If someone could clear this up that'd be great, thanks.

Its the same as retail without the fancy box. If you ever have to change motherboards you have to reinstall it, you have to do that with any OS and obviously the hdd. But everything else you dont have to reinstall if you change it.

also it can only be installed on one pc, not 2 like the fancy box version right?

^^ according to PC eye in my other post, yes it can only be installed on one pc (which is fine my me)
