new to computing ,what does it mean when u see ' cannot find operating system' on start up on my Samsung laptop

That your operating system (Microsoft Windows) is no longer on the hard drive. This means either A, your HDD has been wipped clean or B, I have seen where there is something wrong with the HDD.
I am going to say something wipped your operating system, please give us some more details like did you just buy this computer and this is what it says or have you had it a while and it is now doing this?
Also look on the bottom of the laptop and you should see a Microsoft sticker, tell us which version of Windows is the serial for, this will better assist us in helping you try to put Windows back on the machine.
