Well, I guess if you pop down to a PC Shop and buy a pre-built computer, the hard drive will have a OS pre-installed. However, you won't be able to remove the new hard drive, and put it into your current computer.
 
When you install a OS it will install and regester all your hardware and drivers. So when you stick it on a different computer its mostlikely not to work and even if it does It won't run very well. Clean installs are the best. Oh and for this reason. is y they don't sell Hdd with OS on them... cause there mostlikely not to work.
