Outlets dont have enough power?

I just barely put together my new dream computer and it started up and ran great. But theres one problem. Prior to starting it up i noticed that there was a warning on my powersupply that it may be dangerous to plug into an outlet that does not have 15 amps and 125V. Not knowing what my outlets were i decided to plug my comp into a surge protector that met those requirements. After about 15 minutes of running the computer, the surge protector started to make a crazy noise, so scared shitless i immediately shut it down. And i dont know what to do, im afraid to turn it back on.:confused:
 
whats your power supply rated. it should tell you the input. it should only be 5 amps to 10 ish

Where do you live? Here in the USA, a standard circuit allows 15 amps to go through it. I would say you have an issue with the surge protector.
