Outlook contact info went to iCloud and disappeared

I've using MS Outlook for years. I am currently using version 2007.
For some reasons, my contact information went to iCloud and there is no more contact information locally.
And now, I cannot open the iCloud contact information, saying "The information store cannot be be opened".

How can I retrieve the information back to Outlook?
 
I did some poking around and figured out how to log in to iCloud and export the 300+ contact information thru vCard. From Outlook, I can import the exported vCard file to recreate my contact information.

But when I did that, only the very first contact got imported. The vCard file is over 300kb so it has to contain more than just the first record.

What did I do wrong?
