Outlook Express times out

Recently Outlook Express won't send/recieve, it only gets up to connecting but there is no comunication on the connection tray icon, which means it eventually times out. Pressing Stop and trying it again gives
"A TCP/IP error occurred while trying to connect to the server. Account: 'mail.adelaide.on.net', Server: 'mail.adelaide.on.net', Protocol: POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC15"

The email settings are correct and other programs can connect to my email account with no trouble.
 
Didn't help. My other email programs aren't working either now. It doesn't seem they're even attempting to comunicate through the connection.
 
Perhaps. I was using the one with WinXP SP2, when I switched it off and started ZoneAlarm, Outlook started working, went back and switched ZoneAlarm off and the XP one back on and its still working.

Hmm. My email gets blocked when I start up WinXP with its default firewall.

I think something else is blocking it, if I haven't started up ZoneAlarm it gets blocked with or without Windows Firewall.
