I run across this problem fairly often. Someone will receive an e-mail with an attachment and when they try to forward it they get the message "You do not have sufficient permissions to perform this action". As a workaround I have told everyone to save the attachment to their desktop and create a new e-mail and attach the file. But it still bugs me that I cant find a permanent solution to this issue.
