over heating graphics card

just now i thought i would check my power pack to see what wattage it was becasue i have been having loads of trouble with a overheating graphics card (nvidia geforce 7600gs agp) and this was a sort of last resort. i found that it was only a 250 watt and this card apparntly needs at least 400w. oops!. could this in any way have anything to do with my over heating problem maybe the fan isnt getting enough power or something?
